SINOPSIS

Vin Diesel yang tampil dominan sebagai karakter utama bernama Xander Cage dan Rob Cohen sebagai sutradara dalam "xXx" (2002) diganti Ice Cube yang memerankan agen baru xXx bernama Darius Stone dan Lee Tamahori yang sebelumnya dikenal sebagai sutradara "Die Another Day" (2002) dan "Along Came a Spider" (2001) .

Untuk cerita, aksi ala extreme sport seperti yang ditunjukkan Xander Cage dalam "xXx" dilenyapkan. Sebagai pengganti, sutradara Lee Tamahori banyak menunjukkan aksi lewat mobil dan kerja sama tim lantaran musuh atau karakter antagonis yang dimunculkan merupakan pejabat tinggi dengan koneksi yang kuat.  Aksi ini dikemas dengan lebih keras dan dicampur dengan unsur pemancing tawa yang terasa lebih berat ketimbang sebelumnya. Hasilnya, "xXx: State of the Union" (2005) terasa lebih kuat dalam hal aksi dan eksplorasi kelucuan, tapi secara keseluruhan tidak lebih baik ketimbang yang pertama. "xXx: State of the Union" memang telah dibuat beda dengan yang sebelumnya, tapi masih "terjebak" menjadi seperti film aksi kebanyakan dan sepintas bisa  mengingatkan penonton terhadap aksi-aksi serupa dalam "The Fast and the Furious" atau "2 Fast 2 Furious".

Kisah "xXx: State of the Union" diawali dengan serangan mendadak dari pasukan tanpa identitas terhadap salah satu lokasi atau cabang National Security America. Serangan ini membunuh enam belas agen NSA dan mencederai Agen Augustus Gibbons (Samuel L. Jackson).

Untuk mencari tahu dalang dari aksi ini, Gibbons segera merekrut orang terbaik sebagai agen xXx yang akan menjalani misi khusus untuk melindungi negara. Orang tersebut adalah Darius Stone (Ice Cube), mantan anak buah Gibbons yang tengah menjalani masa hukuman selama 20 tahun di penjara sekuriti maksimum.

Awalnya, Darius Stone tak berminat. Namun, ketika tahu bahwa sebagian temannya telah terbunuh dan diduga ada keterlibatan mantan atasannya jendral  George Deckert yang berandil menjebloskan dirinya ke penjara dan kini telah menjadi menteri pertahanan Amerika Serikat, Darius Stone setuju. Untuk itu, ia pun meloloskan diri dari penjara super ketat tersebut.

Belum lama, Darius Stone keluar penjara dan menjumpai beberapa kawan lamanya, Gibbons dinyatakan tewas menyusul ledakan hebat yang terjadi di rumahnya. Hal ini membuat Darius Stone semakin bernafsu membuat perhitungan dengan George Deckert.

Dibantu agen NSA idealis, Zeke (Xzibit), Lola (Nona M. Gaye) dan tim, Darius Stone pun berupaya menggagalkan semua aksi dan niat busuk George Deckert. Terlebih lagi, saat aksi ini mulai membahayakan nyawa presiden Amerika Serikat.
